Basse-Terre is the administrative capital of Guadeloupe, a French overseas region in the Caribbean, and it sits at the foot of La Soufriere -- a still-active volcano that last erupted in 1977 and forced the evacuation of 73,000 people in 1976. The city's position between the Caribbean Sea and dark green mountain slopes gives it a dramatic geography that its political importance alone would never justify. Population has been falling since the 1960s, which only increases the feeling that you have arrived somewhere authentic rather than constructed for visitors.
Fort Delgres, a 17th-century coastal fortification, anchors the waterfront and carries a name chosen in honor of Louis Delgres, an officer of African descent who chose to blow himself up in 1802 rather than submit to Napoleon's reimposition of slavery.
The Cathedral of Our Lady of Guadeloupe, built on the foundations of an 18th-century wooden chapel, dominates the town center alongside Ali Tur's 1932 Art Deco clock at the spice market -- a reminder that French Caribbean modernism had its own distinctive voice. The town's two oldest neighborhoods are divided by the River of Herbs.
